우리가 오늘날 국제인권법이라고 일컫는 것은 1945년 제2차 세계대전의 종식과 더불어 발전되어온 것이라고 할 수 있다 나치에 의해 저질러진 대재앙으로 충격을 받은 국제사회는 인권과 기본적 자유의 증진이 새롭게 만들어지는 국제연합의 기본목적 중의 하나임을 결의하였다.
